Job Description:
The UNHCR Legal Assistance and Civil Documentation Program is designed to support vulnerable populations in Afghanistan by providing legal aid and facilitating access to essential civil documentation. This initiative plays a vital role in ensuring displaced persons, returnees, and marginalized communities can exercise their legal rights.
The Legal Officer/Lawyer will be responsible for providing legal support and implementing the legal assistance program in compliance with WADAN and UNHCR Standard Operating Procedures (SOPs) and policies. The goal is to deliver effective, high-quality, and timely legal responses to address the needs of populations at risk.
Key Responsibilities:
- Provide legal assistance to individuals, focusing on civil documentation and refugee status determination.
- Support UNHCR persons of concern (PoCs) in obtaining legal documents such as Paper Tazkira, E-Tazkira, Birth Certificates, Marriage Certificates, Death Certificates, Passports, and documents related to Housing, Land, and Property (HLP).
- Work closely with legal teams, project officers, lawyers, social organizers, and stakeholders to ensure the effective delivery of legal services.
- Monitor legal developments and report significant issues affecting the legal assistance program to the Legal Project Officer and UNHCR Legal Team.
- Advocate for the rights and legal protection of refugees, displaced persons, and marginalized communities.
- Conduct legal education sessions to inform beneficiaries about their rights and the process of obtaining civil documentation.
- Prepare detailed reports on legal activities, challenges, and recommendations to support program improvement.
- Establish feedback mechanisms to engage beneficiaries in service evaluation and improvement.
- Perform other relevant duties as assigned by the Regional Manager or Project Officer.
Job Requirements:
- Education: Bachelor’s degree in Law, with a valid legal license from the Afghanistan Bar Association.
- Experience: At least 2–3 years of experience in legal aid provision and court representation.
- Expertise: Strong knowledge of civil documentation processes and legal rights.
- Preferred Experience: Previous work with refugees, internally displaced persons (IDPs), or marginalized communities.
- Skills: Excellent communication, negotiation, facilitation, analytical, and problem-solving skills.
- Languages: Fluency in Dari and Pashto is required; English proficiency is an asset.
