Job Summary

As part of the UNHCR Legal Assistance and Civil Documentation Program, the Legal Officer will play a vital role in ensuring that displaced persons, returnees, and marginalized communities have access to legal aid and essential civil documentation. This position requires working closely with beneficiaries and stakeholders to facilitate legal processes efficiently and effectively.

Key Responsibilities

  • Provide legal support to individuals, especially in matters of civil documentation and refugee status determination.
  • Assist in obtaining official documents such as Tazkira (Paper & E-Tazkira), Birth Certificates, Marriage Certificates, Death Certificates, Passports, and Housing, Land, and Property (HLP) documentation.
  • Collaborate with project officers, legal teams, social organizers, and relevant stakeholders to ensure the effective implementation of legal aid programs.
  • Monitor and report on legal developments that impact the program’s activities.
  • Advocate for the rights of displaced and vulnerable populations.
  • Conduct awareness sessions to educate beneficiaries on their legal rights and procedures for obtaining civil documentation.
  • Prepare reports on legal assistance activities, challenges, and solutions.
  • Establish feedback mechanisms to enhance service delivery based on beneficiary needs.
  • Perform any additional tasks as assigned by the Regional Manager or Project Officer.

Job Requirements

  • Educational Background: A Bachelor’s degree in Law and a valid legal license from the Afghanistan Bar Association.
  • Work Experience: At least 2–3 years of experience in legal aid and court representation.
  • Technical Expertise: Strong understanding of civil documentation processes and legal rights.
  • Preferred Experience: Prior work with refugees, internally displaced persons (IDPs), or marginalized communities.
  • Skills:
    • Strong communication, negotiation, and problem-solving abilities.
    • Ability to analyze and address legal challenges effectively.
  • Languages: Fluency in Dari and Pashto is required; English proficiency is an advantage.
