Job Description:

The UNHCR Legal Assistance and Civil Documentation Program is designed to provide legal aid and access to civil documentation for displaced persons, returnees, and marginalized communities in Afghanistan. This program plays a vital role in ensuring these individuals can exercise their legal rights and access essential services.

The Project Officer will be responsible for leading and overseeing the implementation of legal assistance activities, ensuring compliance with UNHCR and WADAN standards. The role includes coordinating legal support services, managing legal teams, and advocating for the legal rights of persons of concern.

Key Responsibilities:

  • Oversee the implementation of legal assistance activities, ensuring alignment with project goals and compliance with UNHCR and WADAN guidelines.
  • Provide legal assistance in civil documentation and refugee status determination.
  • Support legal officers in assisting beneficiaries in obtaining legal documents, including Tazkira (Paper & E-Tazkira), Birth, Marriage, and Death Certificates, Passports, and Housing, Land, and Property (HLP) documents.
  • Supervise and coordinate with lawyers, social organizers, and stakeholders to ensure smooth program execution.
  • Monitor legal developments and analyze their impact on legal assistance initiatives, proposing adaptations when necessary.
  • Lead advocacy efforts to protect and promote the legal rights of persons of concern.
  • Conduct awareness-raising sessions to educate beneficiaries on legal rights and civil documentation procedures.
  • Maintain a reporting system and prepare detailed reports on program activities, challenges, and recommendations.
  • Establish and manage feedback mechanisms to enhance service delivery based on beneficiary needs.
  • Represent the legal assistance program in stakeholder meetings, advocacy sessions, and coordination forums.
  • Perform additional responsibilities as assigned by the Regional Manager or Program Manager.

Job Requirements:

  • Education: A Bachelor’s degree in Law (LLB) is required; a Master’s degree in Law is preferred.
  • Experience: Minimum of 4–5 years in legal aid, program management, or legal assistance projects, ideally within humanitarian organizations.
  • Expertise: Strong understanding of civil documentation processes, refugee law, and HLP rights.
  • Preferred Experience: Work experience with refugees, internally displaced persons (IDPs), returnees, or marginalized communities.
  • Skills: Excellent leadership, project management, coordination, communication, and negotiation skills. Ability to analyze legal trends and adjust program strategies accordingly.
  • Languages: Fluency in Dari and Pashto is required; English proficiency is an asset.
